Motivated by a desire to build a multi-modal transportation infrastructure and enhance
quality of life, Metro's Public Works and Planning departments hired RPM Transportation
Consultants in 2001 to develop a countywide plan for pedestrian and bicycle facilities. This
comprehensive planning effort included a first-ever inventory and condition assessment
of every existing sidewalk in Davidson County, using custom software. In order to
prioritize new sidewalk projects and other pedestrian improvements, RPM developed a
Sidewalk Priority Index based on land use, proximity to pedestrian activity generators,
and other factors. A bikeway network map was developed by RPM, which evaluated the
current suitability of identified roadways for bicycles, along with specific
recommendations for bicycle facilities improvements on each corridor. RPM also wrote
comprehensive design guidelines for both pedestrian and bicycle facilities.
Finally, RPM provided a thorough outline of recommended new policies, practices and
programs directed toward integrating pedestrian and bicycle considerations into all
relevant Metro endeavors. By emphasizing public involvement and interagency
coordination, RPM Transportation Consultants ensured that the plan reflected the needs
of the client and garnered the support of Nashvillians.
