Seeking to improve both mobility and safety for motorists and pedestrians, and to
maximize parking opportunities, the City of Franklin retained RPM Transportation Consultants
in 2002 to complete a downtown circulation study. RPM inventoried existing roadway
design conditions, completed thorough traffic counts for every intersection, evaluated
lane configurations, and developed traffic simulation models for proposed changes.
Recommendations included traffic circles to improve safety and flow at problem
intersections, adjustments to an existing roundabout, signal-phasing improvements,
and other operational improvements directed toward improving traffic flow. Sidewalks
and intersection pedestrian facilities were also inventoried and evaluated.
Pedestrian-related plan components were guided by the desire to maximize walking as a
safe, comfortable and attractive travel mode in Franklin. Recommendations included
the installation of missing sidewalk segments, pedestrian signal improvements at
intersections, and the use of curb extensions and pedestrian refuge islands throughout
the study area. Finally, the plan identified opportunities to increase the number of
on-street parking spaces downtown.
